Business process reengineering efforts typically involve
the following initiatives, with LRWL providing assistance
and guidance as appropriate:
- Identify, review,
and document the client's current business processes and
workflows - The client's current business processes
and workflows must be identified, reviewed, and documented
in writing. At a high level, this effort would include the
following:
- Identify a comprehensive list of all
retirement business processes, grouped logically by
business area.
- Create, review, and receive approval
of a standardized business process and workflow documentation
template to ensure agreement on the format and level
of detail; included will be both overviews of the "as
is" environment, as well as identification of opportunities
for improvements and high-level descriptions of the
desired "to be" environment.
- Conduct business process and workflow
meetings with appropriate client staff.
- Draft the current business processes
and workflows documentation, often for eventual inclusion
in a Request for Proposals (RFP).
- Identify and document
areas for improvement and reengineering - Based on
the prior step and discussions with client staff, recommendations
for improvements must be developed, prioritized, and documented.
At a high level, this typically includes:
- Prepare a comprehensive listing of all
applicable LRWL "Best Practices" based on
our experience with other public pension systems.
- Determine applicability to client's
environment.
- Consolidate and prioritize the best
practice recommendations based on relative benefits
to be achieved (high, medium, and low), resources needed
to achieve the change (high, medium, and low), and time
frame of implementation (i.e., short term versus long
term).
- Document action items, assign appropriately,
and draft recommended new reengineered business processes
write-ups, often for future inclusion in a forthcoming
RFP.
- Assist
in implementing process reengineering recommendations -
Based on the analysis and recommendation steps, LRWL offers
clients a number of process reengineering implementation
options:
- Develop reengineering implementation
plans at the schedule, resource, activity, and milestone
level.
- Facilitate the plan by providing assistance
on a schedule basis
- Providing an on-site
"Change Manager" whose sole function, for a specified
period of time, is to "drive" the change process
in the retirement system.
